Correctional Officer Rodney Foster Siskiyou County Sheriff's Department, California California Correctional Officer Rodney Foster Siskiyou County Sheriff’s Department was killed in a highway accident on November 17, 1995 at the age of 53. Officer Foster was on urgent official business to pick up hepatitis vaccine when his county vehicle was rear-ended and crashed into a “semi” tractor-trailer. Officer Foster is survived by his wife Margo and adult daughter Theresa Youngman. He was honored at the CPO Foundation Annual Memorial Service at Project 2000 VIII in Washington, D.C., which both Margo and Theresa attended.
