Correctional Officer Shelby Cullom Jr. Wyoming State Penitentiary, Wyoming Wyoming Department of Corrections Correctional Officer Shelby E. Collum, Jr. died on August 12, 1997 at Wyoming State Penitentiary. Officer Collum was on duty in the tower when a fatal heart attack took his life. He was a Corrections veteran of many years, 19 of which were with the Missouri Department of Corrections and eight with the Wyoming DOC. Officer Collum is survived by his wife Dianne, son Matt and daughter Morgan.
